The third path is a hybrid model, automated flagging followed by human review of uncertain matches. Most IT procurement specialists consider this the industry standard for government archives, but it requires a clear governance framework: who signs off on deletions, who holds the audit trail, and how long disputed records are quarantined before a final call is made.
The Stadtplanungsamt is expected to present a formal recommendation to the city's digital steering committee before 30 September 2026. That timeline is tight. The Smart City Frankfurt programme has funding cycles tied to the federal government's Digitalisierung kommunaler Verwaltungen initiative, and any procurement decision needs to be locked in before the next budget period opens in January 2027.
